    External Affairs Secretary Fiona Hyslop says the relationship with Ireland is strong and the aim is to reach an amicable solution.

    Ms Hyslop details the history of the dispute.

    Last September the Scottish government told the Irish government enforcement options were being prepared, says the cabinet secretary.

    She adds discussions are ongoing between governments.

    Irish fishermen have said they have no intention of leaving disputed waters off Rockall.

    It comes after Scottish ministers gave a warning to their Irish counterparts.

    They said they would take enforcement action against any vessels caught within 12 nautical miles of the uninhabited North Atlantic islet.

    John O'Kane, of Greencastle Fishermen's Co-Operative, said three Irish skippers were continuing to fish in the area, as they had done for the past 30 years.

    Connectivity Minister Paul Wheelhouse says procurement is ongoing and timescales will be confirmed when suppliers are in place.

    Mr Smyth says the minister did not answer the question and again asks if the government will meet its 100% broadband coverage commitment by 2021.

    The minister insists it is part of negotiations with the bidders and is therefore impossible to say at the moment.

    Orkney, Shetland and Argyll and Bute have come bottom of a table ranking local authority areas by broadband speeds, according to Which?

    The consumer body analysed speed checker data in 32 council areas.

    West Dunbartonshire, Inverclyde and Dundee have the fastest broadband speeds, the research suggested.

    The Scottish government said delivering high-speed broadband in rural areas was more challenging but it was making good progress.

    I understand some commitments have been made, replies Deborah Nolan, but the Scottish Prisons Service would be able to give a clearer breakdown.

    SNP MSP Fulton Macgregor asks about the transitions between secure care and custody.

    Ms Nolan says there is a raft of guidance on this and lots of evidence about what works/good practice.

    However, she says there are complicating factors which can impact transitions, such as unplanned moves and the flow of information.

    Kirsten Hogg says there are young people going to Polmont who only access mental health services for the first time there.

    This is due to problems accessing CAMHS in the community, she explains.

    Labour MSP Daniel Johnson expresses concern that mental health training does not cover neuro-developmental disorders, despite the high prevalence of such conditions among those at Polmont.

    Deborah Nolan says it is really important to equip the workforce with understanding of those needs, as well as a broad understanding of how children develop.

    She says some processes which have been developed for adults are simply applied to children, which does not work.

    Deborah Nolan says in both secure care and custodial environments there have been concerns about access.

    There are also concerns about children in the community's access to mental healthcare services, she adds.

    We need to ensure our health boards are key partners, Ms Nolan says, which will also feed into continuity of care.
