Last week, during the provisional outturn statement, the finance secretary confirmed £32bn had been spent against a fiscal budget of £32.5bn with an overall cash variance of £449m.
Ms Sturgeon says it is "quite staggering" how little Mr Kelly appears to understand about government budgeting, saying it is "common sense" to keep money aside to respond to emergencies and other unforeseen circumstances.

Experts warn public mistrust of vaccines means the world is taking a step backwards in the fight against preventable infectious diseases, and a study by the World Health Organisation, the biggest global study into people's attitudes on immunisation, shows trust is worryingly low in some regions.

According to the research almost 200,000 adults in Scotland experience at least one form of extreme disadvantage each year, including homelessness, substance dependency and offending.
When additional disadvantages such as mental ill-health and domestic violence are considered, the numbers affected more than double to nearly 450,000 people each year.

The number of applications for homelessness status in Scotland has gone up for the second year in a row.
Latest Scottish government figures, external show 36,465 people asked for help from their local council in 2018-19, up 3% on the previous year.
How much longer is the first minister going to tolerate this, asks Mr Simpson.
The first minister says any rise is unacceptable and she is very concerned.
However these latest figures predate the Ending Homelessness Action Plan and relate to 2018-19, she adds.
Ms Sturgeon cites £50m of investment by the Scottish government and calls on Tory MSPs to make a case to the UK government to stop the cuts altogether.

We all have a responsibility to care, he says, pointing to a SAMH report today finding 5,000 children were turned away from mental health services.
The first minister says she takes this responsibility very seriously.

The number of suicides in Scotland increased by 15% last year, according to official figures.
The NHS Information Services Division (ISD) said there were 784 probable suicides in Scotland in 2018 - up from 680 in 2017.
National mental health charity SAMH described the figures as "devastating".
Mental Health Minister Clare Haughey said the increase was "concerning" - but was in contrast to a fall in the suicide rate over the previous decade.
The new ISD figures, external highlight that the rate of suicide is three times higher in the most deprived areas of Scotland.

Ms Sturgeon agrees the statistics on suicide are concerning, but highlights a longer term downward trend.
She points to the suicide action plan to tackle the problem.
We are working through investment and other initiatives to ensure mental health services are available and to shift the balance towards prevent, the first minister states.
