    Mr Leonard says the government is responsible for quadrupling the cuts to councils over the last ten years.

    The Scottish Labour leader points out 19 of the integration boards in Scotland needed a bailout.

    He says isn’t it time Scotland had a care service that is properly resourced.

    Nicola Sturgeon says the Scottish government's resource budget, excluding health, has been 7.8% lower in real terms this year compared to 2013/14.

    The first minister points out there have been larger cuts to council funding in Labour controlled Wales.

    Mr Leonard says on 20 December the Care Inspectorate issued a report into South Lanarkshire Council's home care service for Rutherglen and Cambuslang, which was "another damning report".

    It has been almost five years since the integration of health and social care, but still the system is not working he argues.

    Cuts have put budgets at breaking point he adds.

    Ms Sturgeon says the biggest responsibility is for government and councils to work in partnership.

    It is "right and proper" the Care Inspectorate looks at services and makes recommendations, and I expect South Lanarkshire Council to respond she adds.

    The first minister points to investment in social care services despite reductions to the budget from Westminster.

  6. Leonard raises concerns about care provision in South Lanarkshirepublished at 12:14 Greenwich Mean Time 9 January 2020

    Scottish Labour leader Richard Leonard says on 17 December the Care Inspectorate served an improvement notice on South Lanarkshire Council's home care service for Hamilton, Larkhall and Blantyre.

    Mr Leonard says it found a service that was "chaotic and disorganised".

    Does the first minister accept that this situation is without precedent in South Lanarkshire and he asks what will happen to the vulnerable people.

    The first minister replies it is the responsibility of the council to respond to the Care Inspectorate.

    Ms Sturgeon says the government must work with councils on integrating health and social care.

    She points out in the budget for this financial year councils saw a real terms in increase in their budget.

    Jackson Carlaw says there is something wrong with our education system.

    The problem is when it comes to action, we have a first minister and education secretary more concerned with hiding their record he says.

    Ms Sturgeon says the people got the opportunity to cast their verdict on this government a matter of weeks ago.

    She says the deputy first minister accepted there had been a fall in the pass rate.

    Perhaps it is the Scottish Conservatives that need to wake up and pay more attention, she states.

    Mr Carlaw says spin and denial are the twin pillars of this government.

    He asks what the drop in the pass rate tells us about education, combined with the latest Pisa findings.

    Ms Sturgeon says Mr Carlaw's accusation is frankly wrong and he should apologise.

    The first minister accepts there had been a fall in the overall pass rate but argues it remains generally high.

    She argues the performance in education is showing improvement.

    After a brief interruption from the public gallery, Mr Carlaw says in August last year we learned the number of children achieving A-C at Highers fell.

    Over Christmas we learned Mr Swinney had asked his officials to find out what has been going wrong but has refused to make a statement to parliament about it, he says.

    I know education is no longer this government's number one priority but doesn't this smack of arrogance, he argues.

    Ms Sturgeon reiterates the education committee was informed about the investigation in November and says the Scottish Tories withdrew a request for a statement.

    She accepts there is more work to do in education which is why it remains a government priority.

    Scottish Conservative interim leader Jackson Carlaw says in September the education secretary secretly called for a probe into the increasing failure rate in highers.

    When will the findings of the probe be published asks Mr Carlaw.

    We'll publish the findings as and when we have them, replies the first minister.

    Nicola Strugeon points out John Swinney told the education committee about the probe on 27 November.

    A brief protest from the gallery does not halt proceedings.

    Health Secretary Jeane Freeman says the independent review remains on track to deliver its report by Spring 2020.

    The review has heard evidence from whistleblowers and staff, and will next hear from hospital managers and contractors she says.

    Mr Sarwar says over Christmas it was revealed the Scottish government was informed of Millie Main contracting a virus in 2017.

    The mother of the 10-year-old girl who died at the Glasgow children's hospital has claimed she was "let down and lied to" by health officials.

    Mr Sarwar adds parents and staff do not trust the health board.

    Ms Freeman confirms she met the oversight board this morning for an update on work they are undertaking on infection prevention and control.

    She says she will be advising the parliament on the terms of the public inquiry in the coming weeks, and has already spoken with parents and party spokespeople on its remit.

    The health and safety watchdog has ordered bosses at a Glasgow hospital to make improvements.

    Greater Glasgow health board confirmed it received an improvement notice from the Health and Safety Executive (HSE) on Christmas Eve.

    The notice states the hospital has failed to ensure the ventilation system within a ward at the Queen Elizabeth University Hospital is suitable.

    A meeting has been set up between the board and HSE to discuss the notice.
