    Alex Cole-Hamilton says the catalyst for much of this work was the tragic circumstance under which David Ramsay was turned away twice at Carseview before he sadly took his own life.

    The Lib Dem MSP asks what assurances can the minister give that should somebody appear at Carseview in a state of mental health crisis today, they will not also be turned away.

    Ms Haughey replies: "I would expect that anyone who presents in a state of mental health crisis is given a thorough mental health assessment, that there is a proper risk assessment carried out."

    The mental health minister expects people to be thoroughly assessed and appropriate treatment to be put in place for them.

    Green MSP Mark Ruskell says staff at NHS Tayside were under enormous pressure.

    He asks about staff being supported to develop positive relationships with patients and more broadly on improving wellbeing.

    Ms Haughey says the government has regularly engaged with staff representatives and it is clear significant concerns remain.

    We welcome Tayside's commitment to working in partnership with staff, she says, pointing to safe space meetings allowing staff to bring forward concerns.

    She offers to engage in discussions to ensure how we can ensure high quality health care is delivered.

    The Tory MSP welcomes the public apology from the minister but says most important is real change.

    He calls for trust to be benchmarked beyond 2021 and says other parts of Scotland have concerns about overworked and demoralised staff.

    The minister says the government will continue to work with the health board and partners to ensure improvements are being delivered.

    We will also work with Cosla to ensure all partners work together across Scotland, she adds.

    In February 2021 a progress report will be published to ensure changes have been made she says.

    Ms Haughey says we must work to ensure concerns raised in NHS Tayside are not being experienced elsewhere.

    A multi-disciplinary team will work with NHS Scotland to ensure the recommendations of the report are complied with, she adds.

    Ms Haughey says she has made "no secret" of her concerns about the treatment of mental health patients at NHS Tayside.

    This service will now be run by the health board rather than the integrated joint broad which should bring clarity, she tells the chamber.

    Work is underway to deliver a comprehensive action plan to respond to the inquiry report, the minister confirms, with full plans expected by June 2020.

    The report found many staff did not feel valued, she says, but safe space meetings have now been established to encourage staff to speak freely.
