    A motion by the SNP to defer a decision on budget to allow time for implications of the Scottish government's announcement on funding to protect teacher numbers ruled incompetent.

    The Labour Administration three year budget proposal includes spending cut of £8.34million over next 12 months.

    A rival budget by the SNP proposes cuts of £7.917million in year one.

    It's estimated that the council will have to make savings if £32million over next three years.

    A hundred years ago tomorrow a young Scottish solder was shot and killed on the battlefields of France.

    Unlike fallen comrades who were hailed as heroes, Pte Joseph Byers of the Royal Scots Fusiliers died in disgrace; the first Scot court-martialled and executed for desertion during World War One. He was 19.

    Galloway-based Paul Goodwin, of the Scottish Military Research Group, believes Pte Byers may have links with Dumfries and Galloway.

    He hopes a family or community will emerge to claim Joseph Byers as theirs and and remember him with pride, not shame.

    Senior figures from Tesco, Sainsbury's, Marks and Spencer and Lidl are expected to give evidence to a Scottish Parliament committee investigating the milk pricing crisis today.

    At the rural affairs committee yesterday Morrisons agricultural manager Andrew Loftus denied "profiteering" from the falling cost of milk and said suppliers set the price.

    Temporary lights are also in use on the A76 at Enterkinfoot and on the A77 at Carlock Hill between Cairnryran and Ballantrae.

    On the A701, there's ongoing water mains work at the Quarry Road junction in Dumfries.

    It's a milder start across the region, though still the risk of a few icy patches in places. Any early drizzle will soon clear this morning, leaving most places dry with skies brightening in the east for the afternoon. It will be a cloudy day in the west.
