    Following the address in the assembly, there will be a Guard of Honour in the Royal Square to say farewell to His Excellency, General Sir John McColl.

    The States Assembly will then reconvene at 11:15 to complete business scheduled during the current meeting, which will probably include confirmation of where Jersey's new hospital will be built.

    Jersey students may soon be able to apply for funding from the UK Student Loans Company.

    Education officials are due to discuss the move that could see students borrowing money to help pay for their higher education courses.

    The Education Minister, Deputy Rod Bryans, said meetings had also been held in France at the University of Caen where courses are free.

    Work starts next Monday on replacing the St Helier marina gates.

    It's part of the ongoing investment programme from Ports of Jersey, and is expected to take about three weeks to complete.

    The storm gates have been in place since the marina first opened 35 years ago.

    The work involves a large barge and diving work, meaning access will need to be limited one hour either side of high water while work is being carried out.

    It's hoped the work will ensure greater resilience, and last for 30 years.

    Jersey's Home Affairs Minister Deputy Kristina Moore has revealed secret files on Jersey politicians have been destroyed, but didn't say who ordered it.

    A report in 2010 found the former police chief Graham Power ordered files to be made on all Jersey's States members in an investigation called Operation Blast.

    It's after he failed to persuade the States to create a formal vetting procedure for those in senior and influential positions.

    The former vice-president of the Business Continuity Institute says there's been "little effect" on companies in Guernsey after three internet and telecoms cable were damaged overnight.

    Earlier this morning, retailers in town said they hadn't noticed any difference in their internet connection speeds, although there has been disruption to off-island calls.

    A Jersey scrutiny leader says not increasing the minimum wage in line with the UK and Guernsey is immoral.

    On advice from the Employment Forum, the rate is set to go up to £7.18 an hour in April.

    But the rate in Guernsey and the UK is £7.20.

    Deputy Andrew Lewis, Chairman of the Public Accounts Committee, says the island needs to keep up with other places.

    Initially it won't make a huge amount of difference - it's only a couple of pence - but that gap widens very quickly if you don't keep pace with other places. The UK is looking to have a significantly higher minimum wage in the next four of five years. If we don't do that we won't be a very attractive place to seek employment.     He responded to Senator Sarah Ferguson who asked if JT would seek compensation by saying: "What this demonstrates is the resilience as there is a cable running to France ensuring minimal disruption to islanders and island business."

    A call for a referendum on ministerial government has been lost in the States of Jersey.

    The ministerial system came into effect 16 years ago and Deputy Judy Martin said she had waited all that time for "an improvement", but had instead "watch it getting worse and worse".

    However, her fellow politicians did not agree with her and the move was defeated by a vote of 29-12.

    A Guernsey-based entrepreneur is branching out and opening up a bartending school in St Peter Port.

    Laskas and Barbados owner Patrick Crowley hopes the Shake, Mix, Muddle School will attract people from overseas who are interested in a professional career in bartending.

    The president of the Guernsey Building Trades Employers Association is calling for an end to the "feast or famine" of big construction projects.

    Steve Roussel says a lack of co-ordination means off-island staff have to be employed.

    The telecoms company JT may take action against the owners of the ship that damaged internet cables to the UK last night, according to a Jersey politician.

    Jersey's treasury minister said the back up cable to France showed the system worked.
