    People should be fined for leaving buildings in Jersey empty or neglected, according to a parish constable.

    St Peter Constable John Refault said such buildings could ease the housing shortage.

    The latest figures show the States currently has 22 empty properties, external.

    The census six years ago revealed there were 3,103 in private ownership.
