    Here's a central question: where do you set the bar for how a president of the United States should behave?

    This 45th holder of the post has delighted in breaking norms and conventions - some have claimed that his repeated assaults on the Mueller process amounted to interference and intimidation, but from the attorney general, William Barr a much more sympathetic interpretation.

    He says the president was frustrated and angered by a sincere belief that the investigation was undermining his presidency.

    But Special Counsel Robert Mueller identified 10 occasions when the president may have obstructed justice - one of the high crimes and misdemeanours as set out by the US constitution that can lead to impeachment.

    The attorney general has ruled they do not pass a threshold where the president could face criminal prosecution. Mueller though says something different: "While this report does not conclude that the president committed a crime, it does not exonerate him."

    But is that OK? You can do what you like so long as it's not illegal? High minded folks will say that falls a long way short of the 17 "rules" that America's first president George Washington set out as civilised behaviour for a president.

    At the end of this process, it can be genuinely said that Donald Trump has changed the presidency; the presidency hasn't changed him.

    Trump is giving remarks any minute now at the White House to the Wounded Warrior Project Soldier Ride.

    Vice-President Mike Pence will join him in the East Room for the event, which honours soldiers hurt in Iraq and Afghanistan.

    It's not known whether Trump will address today's news during the event, but White House reporters say Trump may speak to them as he departs for Florida later today.

    Bookseller Barnes & Noble, external will be offering a free download of the Mueller report when it is released for users of its Nook app or e-reader.

    "We've received strong demand from our customers for this report, and want to make it as easy as possible for them to access it for free as soon as possible," Tim Mantel, chief merchandising officer for Barnes & Noble, told CBS News, external.

    Online retail behemoth Amazon, external will also be offering an e-book version of the report - for $7 to $10.50 (£5 to £8) - that includes analysis from Washington Post experts (Amazon's Jeff Bezos owns the newspaper) that Amazon claims make it "the most complete and authoritative" edition available.

    White House critics say that it would have been impossible for Barr to establish whether Trump had "corrupt intent", amounting to criminal obstruction of justice, without having sat for an interview.

    Trump's opponents were quick to point out he was never interviewed by Mueller's team.

    "The White House fully cooperated with the special counsel’s investigation, providing unfettered access to campaign and White House documents, directing senior aides to testify freely, and asserting no privilege claims," Barr said.

    "And at the same time, the president took no act that in fact deprived the special counsel of the documents and witnesses necessary to complete his investigation."

    "He didn't do anything to prevent the special counsel from finishing his report," says CNN's Jake Tapper, "but he also refused to sit for an interview".

    Barr described 10 episodes in which Trump might have obstructed justice, but his team ultimately determined that he had not.

    The BBC's Tara McKelvey visited America's heartland just after Attorney General Bill Barr's summary was released. Ahead of the release of the redacted report, here's a look at the sentiment across the country.

    People in Arkansas thought that the Mueller report was a "witch hunt" and feel vindicated by its findings.

    Their affection for President Donald Trump is deep - and so is their scepticism towards the special counsel and Washington.

    Joyce Smith, a retired nurse, heard about the findings while she was driving across Oklahoma. A friend texted her the news, and she told her husband, Walter, who was in the driver's seat. They were both delighted by Mueller's conclusion.

    She and her husband reflect the views of many if not most of those who live in Arkansas, "flyover people", she describes them, "the people in the middle who get skipped", or as Trump says: "the forgotten people".

    They make up the bedrock of support for the president and in March they celebrated since, as Mr Smith says: "Trump was exonerated."
