'No justification' for Manchester Arena Inquiry's findings, says mayor

Great Manchester Mayor Andy Burnham has said there was "poor advanced planning and a failure to follow established guidance for an incident of this nature", after the Manchester Arena Inquiry published a catalogue of failings and mistakes by the emergency services following a terror attack in 2017.

That led to a "confused response" on the night, Burnham says, adding "there is no justification, nor excuse, for this".
