The public is being asked to identify the culprits of "unsightly" fly-tipping.
Hull City Council has released CCTV images relating to three incidents.
On 8 November, three people were seen dumping waste in Wellsted Street, and a fourth fly-tipper was spotted on 31 October in Grove House View near Clough Road.
Anyone found guilty of fly-tipping will receive a £1,000 fine, the council said.
Councillor Julia Conner, the authority's portfolio holder for environment, said it takes fly-tipping "very seriously".
She added: "It is unsightly, harmful to human health, and damaging to the environment, and we will not hesitate to take action against those responsible."
Anyone who can identify those pictured is asked to contact the council.
