New children's services head appointed by Oxfordshire County Council

Lisa Lyons begins her new role as director of children's services in February

A new head of children's services has been appointed by an authority criticised by Ofsted over its provision for children with disabilities and special educational needs (SEND).

Inspectors recently found Oxfordshire County Council was not meeting the needs of children requiring its help.

Lisa Lyons, the new director of children's services, said everyone was "working hard" to turn things around.

She begins her new role at the council in February.

Ms Lyons, who is currently director of children and family services at Stoke-on-Trent City Council, said she was "truly privileged" to take up the post in Oxfordshire.

She added: "I am joining a council that is determined to make a positive difference to children and young people.

"The enthusiasm, dedication and professionalism of those I've already met shines through.

"They recognise that we have improvements to make for children and young people with SEND, and everyone is working hard, developing a plan that will deliver the necessary changes."

'Absolute priority'

John Howson, cabinet member for children, education and young people's services, said under Ms Lyons the Stoke-on-Trent service had received good results "across the board" from Ofsted.

He said: "Work on our improvement journey for children and young people with SEND continues and is an absolute priority.

"I'm confident with Lisa's proven track record, she is well equipped to lead the way, ensuring every child and young person in Oxfordshire gets the very best start in life."

Oxfordshire's service had "long-standing failings", leading to "a tangible sense of helplessness" among families, the recent inspection found.

The report added: "Too many children and young people are unable to access the education provision they need. Some wait for years."

In the aftermath Labour left the council's alliance, claiming the Liberal Democrats were not interested in "working together" to solve the issues

Liz Brighouse was replaced by John Howson as cabinet member for children's services, while Kate Gregory took on a new role solely focussing on SEND improvement.
