Council bosses have chosen a developer to create a new shopping quarter in Salisbury.
Wiltshire Council said Stanhope Plc had won the bidding process and will draft proposals to redevelop Central Car Park and Maltings riverside site.
Council leader Jane Scott said investment in the site would "secure the city's future as a first-class shopping and leisure destination".
A planning application is not expected to be submitted until next year.
The draft plans are expected to be released as part of a public consultation.
