Lord O'Donnell on working with Steve Hilton at No 10
David Cameron's former director of strategy had to be told that some of the plans he wanted to bring in weren't "actually legal', said the former cabinet secretary.
Lord O'Donnell told Andrew Neil that he "completely agreed" with Steve Hilton on some spending priorities, but the PM's former adviser wanted to "get everything done tomorrow with a tenth of the people".
Mr Hilton is on a sabbatical from his Downing Street duties, and went to the US to lecture at Stanford University on innovation in government.
