Maria Miller "was becoming the story" and this stopped coverage of other news, said the Tory Party chairman when asked about the culture secretary's resignation.
Grant Shapps said "it was clear she did something wrong in the court of public opinion", but declined to give his own view about whether she had done anything wrong, when asked by Andrew Neil on the Daily Politics.
He said the press coverage "built and built over a series of days", but did not agree it was a witch-hunt. Mr Shapps said it was not about the media looking for "revenge" over Lord Justice Leveson's proposals on press regulation.
