Russian minister was filmed on drill before fatal Arctic accident

Russia's Emergencies Minister Yevgeny Zinichev has died in an accident in which he tried to save someone's life. Mr Zinichev had been organising a two-day Arctic drill and was filmed inspecting the exercise the day before he died.
