Guernsey's proposed waste strategy to increase bills

The States of Guernsey's new solid waste disposal strategy could mean a doubling of household bills from 2016.
Proposals from the Public Services Department, to be debated in January, are likely to lead to a rise of about £2 a week to between £3.75 and £4.50.
As well as the current parish payments, islanders will pay a fixed charge to a central authority and charges for black bag and recycling collections.
Minister Paul Luxon said he was keen to introduce a "pay as you throw" element.
If deputies approve the strategy, more detailed proposals will be drawn up for further debate with a view to being enacted in 2016.
Deputy Luxon said the States had confronted manufacturers about the amount of packaging used on goods sold in the island.
In the meantime, he said, islanders needed to "take their responsibilities seriously".
Currently, non-recycled waste is dumped at Mont Cuet landfill site in the Vale, which is expected to reach capacity in 2022.
