The 24-year-old, who recently won the British indoor 60m title, will lead the team for the event in Prague, which takes place between 5-8 March.
Clarke said: "I've worked so hard for so many years to be a part of the team and to be honoured in this way is a great privilege.
"Hopefully it will be a very successful championship."
He added: "I feel very lucky that Neil Black (British Athletics performance director) has asked me to lead the team.
"He felt it was time in my career and that I could be an inspiration to some of the team."
