Russian doping: IOC chief Thomas Bach says decision 'very difficult'

International Olympic Committee chief Thomas Bach says it is a "very difficult decision" as to whether Russia should be banned from the Rio Olympics after a report found evidence of a four-year, state-sponsored doping programme.
