Glen Chapple: Lancashire could have competed in top tier

Lancashire captain Glen Chapple tells BBC Radio Lancashire that, after clinching the Division Two title with a draw at Gloucestershire, he has no doubts his side would have been competitive had they played in the top tier of English cricket this season.
