The undefeated American became undisputed in the division in 2022 before moving up to light-welterweight to beat champion Regis Prograis the following year.
Haney lost his first defence against Ryan Garcia but the result was overturned and ruled a no contest after the challenger failed a drugs test.
The 27-year-old earned a drab decision win over Jose Ramirez in May and tonight he begins a campaign in a new division at welterweight.

A week on from beating Chris Eubank Jr, Conor Benn is ringside tonight with an eye on his possible next opponent.
Benn wants to return to welterweight and is targeting a world title in 2026.

Well, what a fantastic fight Abdullah Mason v Sam Noakes was. Nobody quite knew exactly how good either man really was at this level, but most of the fanfare coming in was around Mason after that standout amateur career.
Noakes, though, showed he absolutely belongs on this stage.
I do wonder how much that cut from the third round hampered him - yet he still kept marching forward. And how he stayed on his feet in the 10th is beyond me. These Kent lot are made of sterner stuff (spoken with full Kent bias).
But ultimately, I had Mason as the deserved winner. He showed huge heart himself, plus a skillset far beyond his 21 years.

"He is a tough opponent, former world champion, nothing but respect for Martinez. I gave him my hardest shots, look at my hands!
"I could cry right now, I missed the birth of my son to be here. It's hard for me, but it paid off. He'll understand when he is a bit older. I love my family a lot, this one is for them."
The eyes of the boxing world are on tonight's card in Riyadh but attention was drawn away briefly on Friday when Anthony Joshua and Jake Paul held a news conference in Miami.
Joshua, a two-time heavyweight champion, will face YouTuber-turned-boxer Paul on 19 December.
It was a pretty respectful affair yesterday - as respectful as it can be between two boxers - but Joshua did make a firm prediction.
"I'm going to break his face and break his body up. I'm here to prove I'm the better fighter," Joshua said.
"I'll stomp all over him. That's a fighter's mentality.
"I'm going to really want to hurt him. That's what I want to do."

Rodriguez is already rated as the number six pound-for-pound fighter in the world.
There are some big names above him in the rankings - 1) Terence Crawford, 2) Oleksandr Usyk, 3) Naoya Inoue, 4) Dmitry Bivol and 5) Artur Beterbiev.

After a back-and-forth battle in the last title fight between Mason and Noakes, the atmosphere has dropped off as Rodriguez coasts to victory.
Martinez shows more than he has in the previous rounds as he lands a hook but Rodriguez is unbothered.
