Wilson's side will be mainly packed with young, local talent.
But he told BBC Sport: "We have players who can do well at this level - and higher - and we can compete."
He added: "We are under no illusions but I never stayed at this club to be losing every week.
"It's a mixture of development and having a winning team as well.
"The infrastructure and foundations are there on and off the pitch, external.
"We believe the ethos and philosophy to produce young players from the academy to the first team is the right way to go.
"We are hopeful that they will progress and move on to bigger and better things.
"It will take time, it's a new start but it can be built from the bottom. You can't stand still in football but we will also have to be patient.
"It's a wonderful new beginning and it's about development this year and we will enjoy it."
