Hines, 25, scored eight goals in 31 appearances for the Daggers this season while Hoyte, 23, featured 47 times.
Former Hastings United man Goldberg spent most of the campaign on loan at Conference South side Bromley.
The east London side remain in talks with goalkeeper Jordan Seabright and striker Afolabi Obafemi.
Meanwhile, striker Chris Dickson, who joined Dagenham in October and scored two goals in 28 games, has been released by manager Wayne Burnett.
The 29-year-old follows goalkeeper Chris Lewington, defender Femi Ilesanmi and striker Alex Osborn, who all departed Victoria Road last week.
