Substitute Andy Sandell's late goal earned Newport County their first win of the season.
The midfielder had only been on the pitch for four minutes when his free kick from the right hand side eluded everyone in the box to find the net.
The 84th-minute goal inflicted Pompey's first league defeat this season.
Kevin Feely's header against the bar from a long throw in was the closest either side came to breaking the deadlock in the first half.
Portsmouth manager Andy Awford told BBC Radio Solent:
"We had the best two chances of the game; Taylor in the first half and Westcarr in the second half.
"Unfortunately, we couldn't convert like we have done in previous games, which has settled us down.
"We are not going to be able to turn up here every week and pass it round like we did against Northampton, we have got to make sure that we have enough fire in our belly first half to win the right to win a game of football and earn the right to play and I don't think we did enough of that."
