Dover's rearranged home game against Notts County in the National League has been postponed.
Although the pitch at the Crabble Athletic Ground passed an inspection at lunchtime, the game was called off at about 14:30 GMT.
The original fixture between the teams was called off because of a waterlogged pitch in January.
County boss Ian Burchnall called the handling of the postponement on 8 January a "disgrace".
Notts said the decision to postpone the fixture a second time was "disappointing and frustrating".
Dover chairman Jim Parmenter said the club would be making a formal complaint to the National League about the postponement, having believed the pitch was playable, and claimed the game was called off by "somebody sitting in an office in London".
However, the National League said the decision to postpone the match would have rested solely with the match referee.
