Formula 2 champion Charles Leclerc will drive for the Alfa Romeo-backed Sauber team next season alongside Sweden's Marcus Ericsson.
Ericsson retains his seat despite failing to score a point in 2017.
The promotion of 20-year-old Ferrari protege Leclerc, who is from Monaco, leaves German driver Pascal Wehrlein without a seat, with Williams the only remaining team with a vacancy.
Ferrari reserve Antonio Giovinazzi is the back-up driver.
