The EFL and Birmingham City say they are working on a resolution after it was confirmed there will be no goal-line technology available for tonight's game against Sheffield Wednesday.
Goal-line technology was introduced for all Championship fixtures at the start of the season, but low floodlight level values at St Andrew's will prevent the system from operating properly.

Boyhood Sheffield United fan Chris Wilder got the perfect 50th birthday present as his Blades side won Sunday's Steel City derby at Hillsborough.
"I'm blown away with the occasion because I never got to play in this derby," Wilder told BBC Radio Sheffield. "It was a tremendous occasion and I thought we thoroughly deserved the victory.
"Nobody can tell me this is just another three points because it isn't."

Under new caretaker manager Lee Carsley, Birmingham City ended their six-game losing run with a 1-1 draw at Derby on Saturday.
The boyhood Blues fan will take charge of the team for the first time on home soil tonight.
Carsley told BBC WM: "Saturday was a proud moment. The pressure I feel managing this team is a lot more personal. My family are Blues fans and I'm from the area.
"It's going to be a big moment for myself and my family. Ultimately it doesn't matter about me - it's about making sure the lads perform."

Sheffield Wednesday boss Carlos Carvalhal accepted responsibility for the Owls' 4-2 home defeat by local rivals Sheffield United.
He told BBC Radio Sheffield: "I don't remember the last time we conceded four goals and we made mistakes I had not seen us make.
"I'm the coach and I'm responsible. We need to react fast because we had been doing well before today."

Birmingham City are in trouble at the bottom, while Sheffield Wednesday are licking their wounds after losing a big local derby to the Blades on Sunday.
