It's a first start for Rangers' Wales midfielder Aaron Ramsey on loan from Juvenus, while Polish right-back Mateusz Zukowski also makes his debut after his January transfer.
Rangers make 11 changes for the game from the midweek win over Hibernian.
Annan don't make quite as many changes as that, but do make three from the 2-0 defeat to Stenhousemuir.
Steven Swingleshurtst, Lewis Hunter and Tommy Goss all drop to the bench.
Defender Jordon Lowdon, midfielder Dominic Docherty and forward Aidan Smith all come in.

"It is going to be difficult against the reigning Scottish champions, but I'm sure as a group, if we stick together, anything can happen.
"Rangers have made a lot of changes and we could catch them a bit rusty. The romance of the cup is still alive for us."

Giovanni van Bronckhorst's visitors have recovered from their 3-0 drubbing by title rivals Celtic by scoring seven without conceding in wins over Hearts and Hibs and that loss to their city rivals was their only one in 16 outings.
