Bremer was pushing down on the Nantes player Jean-Charles Castelletto, whose hand went up and made contact with the ball, deflecting it over the bar.
Incredible scenes, but probably the right call.

The Ligue 1 side have nicked it at the death, and what a way to do it!
Axel Disasi, the Monaco captain, a centre back, lets fly from fully 35 yards and it arrows into the back of the net.
He was heading back to his defensive post following a corner, when the ball fell to him and he tried his luck.
Maybe questions about Hradecky again as the shot bounced past him, but the manic Monagasques won't care.
Sporting Lisbon 1-1 Midtjylland
In the fourth minute of injury time centre-half Sebastian Coates, the ex-Liverpool and Sunderland defender, saves the day for Sporting Lisbon.
Englishman Marcus Edwards crosses from the right, Coates' first header is pushed against the bar by Jonas Lossl but Coates is there to volley home the rebound from close range.
Juventus 1-1 Nantes
Bremer slams over the bar from 35 yards. What a waste.
Two minutes added time left.
Juventus 1-1 Nantes
Into five minutes of added time in Turin, and Juventus spurn another chance.
Chiesa with a clever lifted ball into the area, Danilo swivels and strikes but the Juve captain puts it over the bar.
Ciro Immobile scored from a near identical chance earlier for Lazio, but Danilo does not have the same scoring touch.
Leverkusen 2-2 Monaco
End to end in Germany, and Leverkusen so close to a winner.
Adam Hlozek slams an effort off the inside of the near post and it bounces away to safety.
Juventus 1-1 Nantes
Dusan Vlahovic has not filled his boots as it appeared he might early on tonight, with four minutes to go he is replaced by Moise Kean.
It's looking like another disappointing European night for Juventus as it stands.
Sporting Lisbon 0-1 Midtjylland
Midtjylland almost double their lead but Kristoffer Olsson's snap shot from the edge of the penalty area is just wide.
Sporting Lisbon yet to have a shot on target.
Sevilla 3-0 PSV Eindhoven
The Dutch side nearly grab a goal back with Guus Til's curling effort. It beats home goalkeeper Yassine Bounou, but bounces back off the right upright.
Leverkusen 2-2 Monaco
It looks like Edmond Tapsoba was narrowly playing Krepin Diatta onside for that Monaco equaliser.
It would have been a real shame to have seen VAR chalk that goal off.
Sporting Lisbon 0-1 Midtjylland
The Danish side Midtjylland lead in Portugal thanks to a 77th-minute goal from substitute Emam Ashour.
It's a howler from Sporting Lisbon goalkeeper Antonio Adan as his clearance only finds the Egyptian, 35 yards out.
Ashour takes a touch and then drills a low shot from 30 yards into the bottom corner to score on his debut.
Leverkusen 2-2 Monaco
Tonight has been worthy of its own goal of the season award.
Monaco build the pressure on Leverkusen slowly, left to right, then Krepin Diatta suddenly engineers some space on the edge of the area and strikes a howitzer left footed past Hredecky.
The Senegal international looked to be marginally offside in the build up, but the goal stands.
Sevilla 3-0 PSV Eindhoven
Ruud van Nistelrooy's PSV Eindhoven side really need to get a goal back before next week's second leg.
They nearly concede a fourth, but Suso's attempt is pushed around the post by Walter Benitez.
No second half goals in the Conference League matches so far, with just under 20 minutes left.
Lazio, Ludogorets and Partizan all still leading, Larnaca and Dnipro-1 is goalless.
