Fans from across the world can vote for their favourite from the five-player shortlist of Aitana Bonmati, Mary Earps, Sam Kerr, Alexandra Popp and Fridolina Rolfo.
The award started in 2015 and previous winners include Beth Mead, Asisat Oshoala, Vivianne Miedema, Lucy Bronze, Kim Little and Ada Hegerberg.
Voting closes at 09:00 GMT on Friday, 3 November 2023 and the winner of the award will be announced on Tuesday, 28 November on BBC World Service and the BBC Sport website.
The five contenders for the BBC World Service accolade were chosen by a panel of experts, including coaches, players, administrators and journalists.

Let's start with the positives.
There are a lot of opportunities being created down this near side, more came on the right as the half went on, but Niamh Charles has been excellent driving into the box and creating opportunities.
Overall maybe there was a bit of overplaying as the half went on, the spaces are so compact and tight, why keep trying to play in the small areas? It is so difficult to get quality chances that way.
An element of organisation needs addressing. Can you kill that counter attack before it progresses? Are you in the right positions so that you can get back if a transition occurs? Ca you effect and shut down what happens next?
There is an element of risk and reward, but only one goal up, I don't think this is neccesarily the place to take the risk.
Not long before we find out who wins the Women's Ballon d'Or, awarded to the best best female footballer of 2023.
England quartet Millie Bright, Rachel Daly, Mary Earps and Georgia Stanway are among the nominees for the prestigious prize.
All four players helped the Lionesses reach the 2023 Women's World Cup final, where they were beaten by Spain. Spain and Barcelona midfielder Aitana Bonmati, who was recently named Uefa Women's Player of the Year, is also included.
However, Bonmati's compatriot Alexia Putellas, who won the award in each of the last two years, misses out after only recently returning from a long-term injury.
Republic of Ireland captain and Arsenal player Katie McCabe is also nominated.

England started well and got the goal they needed. Sarina Wiegman will be pleased with their attacking play, though they could have been more clinical.
At the other end, Millie Bright has made some crucial blocks and Mary Earps had to make a decent save to deny Justine Vanhaevermaet.
England have struggled defending set-pieces. Definitely things to look at for the staff at half-time. Time for Fran Kirby soon, perhaps?

England look comfortable in possession and are pushing to increase their lead but Belgium are defending well and are carving out occasional chances for themsleves to keep the Lionesses on their toes. And with only one goal in it, Belgium are still very much in the game.

I've been very impressed with the two wingers today, Lauren Hemp in particular.
She is doing so much work off the ball to double up on Tessa Wullaert to help out Lucy Bronze where she can on that Belgian left hand side.
Doing the hard yards for her team, that goes a long way.

Tessa Wullaert looks as though she is through on goal but Bright closes down her opponent before producing a great block.

The gaps are really starting to appear in the midfield, Keira Walsh and Ella Toone have got so much space in there.
I just wonder are England being too selfless? There is plenty of time and space to take aim at goal.
I would love the likes of Toone or Charles to unleash a corker and just see what happens!

England are playing some nice stuff going forward, particularly down the left-hand side.
Lauren Hemp has been excellent yet again, while Niamh Charles is continuing her bright Chelsea form here.
But England could do with another goal before half-time. It's five matches since they kept a clean sheet, so they will want a comfort blanket.

Belgium are struggling to keep possession. They've had just 23% of it in the opening 35 minutes. Yet the Red Flames have still managed to cause a couple of scares. England have to make their chances count.
Esmee Brugts has doubled the Netherlands lead over Scotland. It's now 2-0 and they're still in the first half.
