Daniel Martin, 28, of Felix Road in Felixstowe, has been charged with murder.
He is due to appear before Ipswich Magistrates’ Court later.
Suffolk Police said officers believed an altercation took place at about 21:20 BST on 10 August on the seafront promenade by Undercliff West Road.
Officers believe Mr Greaves would have been with his dog, a brown and white Staffordshire bull terrier and boxer crossbreed, at the time of the assault.
In a tribute his family described him as a person who made an "impact on the lives of everyone he met".
