Can off-peak tourism help boost eurozone?

Tourists are to be encouraged to take holidays at non-peak times in a bid to help developing struggling eurozone economies.

The European Commission and senior EU officials, who devised the plan, say the tourism industry has resisted the financial crisis better than many expected. They are launching a new drive to encourage seaside resorts to work harder to attract tourists year-round.

But can enough holidaymakers be persuaded to visit Europe's coastline with no guarantee of sunshine?
