Is new tuition fees system fairer?
The government claims that the new system of tuition fees in England will be fairer for poorer students.
Deputy Prime Minister Nick Clegg has warned Oxford and Cambridge that it is "not up to them" to decide whether they can charge fees of up to £9,000 a year and said they had to "dramatically increase" access for poorer students to qualify for that amount.
Student groups have attacked the government over the issue claiming that higher debt will put people off studying.
