'Mental health changes can't happen soon enough'

Proposals to give people with learning disabilities and mental health problems more say over their care are being unveiled by the government.

The care minister, Norman Lamb says the way people with complex mental health conditions are treated is a scandal.

He is putting out a consultation document which suggests patients should be allowed to challenge decisions over their medical treatment and get support closer to home.
