Horsemeat scandal: Source of fraud unknown says minister

The Environment Secretary Owen Paterson has described the horsemeat scandal as an "international criminal conspiracy".

The European Union has called for three months of testing, to find out how much horsemeat is being sold as beef.

The thousands of tests will also check for "bute", an anti-inflammatory painkiller given to animals, which which could pose health risks for humans.

The tests were announced after a meeting of ministers in Brussels.
