The powers of police and crime commissioners need to be clarified, the Commons Home Affairs Committee chairman has said.

Commons Home Affairs Committee chairman Keith Vaz said that the rules about what PCCs could do was "new territory", but he was concerned that chief constables could be removed too easily.
