Parking costs 'make huge profits' for England councils

English local authorities have been heavily criticised for piling up huge profits from parking fines and permits.

The RAC Foundation says parking charges and fines generated some £565m for councils in England in the year up to April 2012.

Their research showed the amount raised - which can only be spent on other transport projects - rose by £54m on the previous year, and is expected to increase again.

Outside London, Cornwall and Brighton notched up the biggest profits.
