Drivers taking naps and photos on UK's hard shoulders

Having a nap, taking photographs and stopping to pick flowers are just some of the reasons given by drivers who stop illegally on motorway hard shoulders.

The Highways Agency released the information due to increasing concerns about their misuse, which they say are essential for vehicles which have broken down and for the emergency services.
