'It fell off the back of the van' - fly-tipping excuses

Fly-tipping costs councils in England and Wales more than £50m annually, and more than 900,000 reports of fly-tipping are received every year.

Councillor Simon Blackburn is from the Local Government Association, and says some of the excuses they have heard are "incredible".
