Russia-Ukraine intel still not encouraging - UK PM

The UK Prime Minister says despite Russia announcing some troops are returning to bases, the intelligence on Ukraine is "not encouraging."

Boris Johnson added that there was a "severe" set of economic sanctions ready to go if Russia did make the "rash" decision to invade.
