Clear and united plan needed on Ukraine - Keir Starmer

Labour leader Sir Keir Starmer has said "it's not entirely clear what's happening on the border," adding that "anything that de-escalates this is welcome".

His remarks came as it was reported some Russian forces had started withdrawing from the border with Ukraine.
