Fly-tipper seen leaving rubbish in Buckinghamshire lay-by

A man caught on camera leaving a bag of rubbish in a lay-by has become the first person to be issued with a new fixed penalty notice for fly-tipping.

Buckinghamshire Council introduced a £1,000 fine in December 2023 to deter people from dumping waste.

Video of the incident showed the man taking a black bag from the boot of his car before leaving it on the verge and driving off, two days after the council introduced the increased fine.

The man said he had been feeling unwell and the bag, which contained household waste, had an overpowering smell.
