Peter Hitchens: Police cuts and pay are not the problem

Journalist Peter Hitchens believes "one million constables" would not sort out policing problems in the UK.

He thinks the issue runs deeper than the number of police officers and believes Stanley Kubrick's nightmare as portrayed in a Clockwork Orange is coming true.

He spoke from the south London subway where a famous scene from the 1971 movie was filmed in the week when cuts to police numbers were on the Westminster agenda.
