LGA's Richard Kemp defends council plans to raise money

Councillor Richard Kemp, from the Local Government Association, said he was unhappy with some of the current proposals by councils to introduce new charges.

But he said money had to be found from somewhere when times were hard and it was up to the public to vote out unpopular councillors.

Will Hutton form the Work Foundation said some councils were having to bring in "astonishing cuts" to balance their books.
