Seat belt law introduction recalled by Lord Fowler

The immortal phrase "clunk click every trip" makes many think of Sir Jimmy Saville, but it was a reluctant Conservative minister Norman Fowler who drove the legislation through Parliament 30 years ago.

Now Lord Fowler, he told Giles Dilnot why even he was not a supporter of the move at the time that became law in the Thatcher era.
