Theresa May: The majority of rioters were not in gangs
The Home Secretary Theresa May says the majority of people involved in the riots last month were not in gangs.
Mrs May made the comments as she appeared before a committee of MPs to take questions on the government's handling of the disturbances.
She said gangs were involved in rioting but their involvement may "not be as high as people first thought."
Nonetheless, the home secretary said she would be hosting an international conference next month "looking at other countries that have gang problems" as well as at examples of work being done in the UK, including in London and Strathclyde.
