Horsemeat: Jay Rayner on supermarket and government role

Supermarkets and the government must take some of the blame for the horsemeat scandal, says food writer Jay Rayner.

He said consumers could not be blamed for buying value ranges in an age of austerity and that supermarkets "must take some responsibility".

He also criticised cuts to the budget of the Food Standards Agency in his This Week film.
