Civil servants and ministers: Herbert and O'Donnell
Ministers were not "sufficiently supported" by some of their civil servants, said Conservative MP Nick Herbert about his time in office.
The former Home Office Minister, who has criticised the civil service after leaving government, suggested bringing in impartial staff to help and be more supportive of a new government.
Former Cabinet Secretary Sir Gus, now Lord, O'Donnell said ministers should be more supportive of their staff who sometimes "work all night and all day", and he spoke of leaks from staff and Cabinet members to the press.
