Welfare changes for disabled people delayed

Changes to the way welfare payments are paid to disabled people in England, Scotland and Wales have been delayed.

Personal Independence Payments will replace Disability Living Allowance next week only for claimants in certain areas, rather than across Britain.

Ministers said assessments were taking longer than expected but Labour said it showed there was "chaos" in the department.
