Ed Balls: Labour would cap rise in child benefit

Increases in child benefit would be capped at one percent until 2017, if Labour won the next general election.

The Shadow Chancellor, Ed Balls, will announce the policy in a speech to his party's annual conference in Manchester.

The savings would go towards cutting the deficit, and are part of a package of measures aimed at proving Labour is serious about "balancing the books".
