George Osborne and Ed Balls clash over EU rebate

The Chancellor George Osborne has told MPs in the Commons that the government has halved and delayed the bill the UK has to pay to the EU.

He was answering an urgent question on the surcharge imposed on Britain by the European Union.

The Shadow Chancellor Ed Balls has accused him of using "smoke and mirrors" on the figures.
